Do you need a Road Safety Audit?

WHAT IS A ROAD SAFETY AUDIT?

According to the Road Safety Audit Standard GG119 (formerly HD19/15) of the Design Manual for Roads and Bridges, all strategic road schemes must have an independent Road Safety Audit. 

A Road Safety Audit is the evaluation of both new roads or amendments to existing highways, carried out to identify any road safety concerns while suggesting measures for how these can be eliminated. 

The main objective of a Road Safety Audit is to maximise safety while minimising future accidents from occurring.

WHO CAN CARRY OUT A ROAD SAFETY AUDIT?

Road Safety Audits are carried out by a road safety team with the required experience in collision data analysis and road safety engineering, along with the knowledge and understanding of highways design principles, requirements and best practices.

Our road safety team at Tutum Consulting have the essential experience to meet National Highways (NH) requirements set out in GG119. We also hold the National Highways Certificate of Competency, which allows us to carry out audits on the strategic network.

THE STAGES OF A ROAD SAFETY AUDIT

A Road Safety Audit tends to go through four key phases. These are:

stage 1: At completion of preliminary design

This stage takes place once the preliminary design is complete and will normally support the planning application.

stage 2: At completion of more detailed design

At this stage, the more detailed design of the project is complete, usually before the tender documents have been submitted.

stage 3: At completion of construction

This stage of the Audit should take place once construction is complete but preferably before opening to road users.

stage 4: Monitoring

After opening, the road safety team will closely monitor the project for 12 months, to ensure the work is continuing to operate safely. Collision records (STATS 19) are analysed and further inspections will be requested if the scheme has experienced a number of accidents in a 12 or 36-month period. This will help to identify any ‘black spots’ or collision clusters, before suggesting any recommendations to help reduce numbers.
